yes, it is what "usually" means. I worked in the intake of a county jail-there is nursing staff there to address their needs. If the person is in need of immediate medical attentioon they call EMS. No officer would risk liability of taking a medically unstable subject to the hospital in their cruiser.
WHenever anyone refuses to Blow for a breathalyzer the officer call a judge (there is now always one on-call for just this reason) and obtain a search warrant. They are then taken to the hospital for a blood draw. they are assumed innocent until the labn results are returned.
